This 71 year old geezer, myself, has a limit of around 75 mm (3 inches) for heels. I didn't have any problems with them, except the shoes being a little narrow. My shoe width is D and women's wide shoes are typically C. There's a maxi dress I have that is so long I have to wear the 75 mm heels to keep the dress from dragging on the ground. I'm not short at all at 174 cm (5' 8 1/2" ) .
Several years ago when there was still a Sears at the local mall I found two summer maxi dresses that hit the top of my feet. There was nothing in the display or on the tags concerning length. I am six foot. If a woman of the customary height bought those dresses, they would have been sweeping the floor with them.
