If the standard woman is 66 inches (5'6"), her midpoint of her body is 33 inches. The skirt would be 8" above midpoint. If the woman is 6 feet, 72 inches, her midpoint is 36 inches - if her skirt is 8" higher, it would be 44 inches to be floor length - but if you added the difference in her height, 6", as you propose as an adjustment, the skirt should be 47" long - 3" longer. Some of the difference in her height is in the upper body.
